paquets cassés (update-notifier, update managticer) qui perturbent toute sorte d'installation en utilisant apt ou apt-get ou dpkg ou même synap

Depuis longtemps, j'ai des problèmes lorsque j'installe un paquet. Par exemple, lorsque j'essaie d'installer un paquet alien, voici ce que j'obtiens :

J'ai rencontré le même problème aujourd'hui. Après un certain nombre de recherches sur le site Stack Overflow, aucune solution souhaitée n'a été trouvée. Cependant, j'ai trouvé une solution après une recherche sur un site chinois, et voici la solution :

cd /var/lib/dpkg
sudo mv info info.bak
sudo mkdir info
sudo apt-get upgrade

En essayant d'installer en tapant sudo apt install --reinstall python3-chardet J'obtiens ceci comme résultat :
